Review of B.C liquor distribution system underway

The provincial government is beginning to take a closer look at the wholesale liquor distribution system in B.C.

They ordered an independent review in December 2018, to address concerns within the industry, and to make sure that system changes are meeting the needs of suppliers and customers.

The province says they have found a consultant to conduct the review, which will look at current practices, ask for input, and make recommendations.

The review was recommended following a report from the Business Technical Advisory Panel last year.

The report showed that there are concerns surrounding the efficiency and operation of the Liquor Distribution system.

Difficulty ordering products that are listed in the system as available, and missed or delayed orders, were among some of the issues mentioned .

Members also highlighted the inability to obtain non-stocked items within a reasonable time frame.

“There was consensus from Panel members (and from other stakeholder groups) that LDB Wholesale is not providing the level of service and support to the industry that is common in other jurisdictions and which is required for a smoothly functioning liquor distribution system,” the report said.

24 recommendations were made to the province, including an alternate distribution system that would address delays in delivering items that are out of stock.

Greater transparency, and the elimination of conflict of interest in the management structure was also mentioned.
