Kelowna 2025 annual report highlights spending, priorities

The City of Kelowna has released its 2025 annual report, outlining how public dollars were spent last year on everything from community safety to major infrastructure projects and long-term growth planning.

The report highlights progress across the city’s six council priorities, including safer streets, improved transportation, and investment in infrastructure meant to support future growth. City officials said the goal in 2025 was to manage expansion while maintaining reliable services and keeping affordability in focus.

According to the report, less than a quarter of the city’s budget was funded through property taxes. The remainder came from user fees, reserves, partnerships, grants and other revenue sources, a model the city said helped stabilize tax levels while stretching public funds further.

City manager Doug Gilchrist said the approach reflects a focus on long-term planning and responsible spending as Kelowna continues to grow.

“As Kelowna continues to evolve, it’s critical that we invest deliberately and transparently,” Gilchrist said in a statement. “This report shows how the organization focused on community safety, delivering major infrastructure, and managing public dollars responsibly, while building the capacity needed to support the city today and into the future.”

The report identifies three main areas of investment in 2025: community safety, transportation improvements, and core infrastructure. Safety spending included support for RCMP, bylaw and fire services, along with alternative response models for people in crisis.

Transportation projects focused on accelerating road, transit, cycling and pedestrian upgrades aimed at improving mobility and reducing future congestion by building ahead of demand. Infrastructure investments included parks, recreation facilities, utilities, civic buildings, airport assets and water systems.

Council is scheduled to receive the annual report on June 22. Residents have until June 17 to submit feedback by email at financeyearend@kelowna.ca or by mail to city hall.

The City of Kelowna says its annual report has received the Canadian Award for Financial Reporting from the Government Finance Officers Association for 23 consecutive years, a designation recognizing clarity and transparency in public reporting.
