Parking infractions down in Coldstream

The District of Coldstream saw significantly fewer parking infractions in 2021 than the year before for a variety of reasons.

A report by district staff shows that between April 1 and October 31 of 2021, 307 bylaw enforcement notices were issued for parking infractions in Coldstream. That is just over half the 563 notices issued in 2020.

Similarly, Coldstream bylaw wrote just 38 parking infraction warnings in 2021, which is significantly less than the 77 issued the year before.

Of the tickets issued in 2021, 144 remain unpaid. The report says 21 of those outstanding tickets had out-of-province plates and information of ownership was unavailable.

The outstanding tickets represent $5,645 in potential revenue. District staff state that, if sent to a collection agency, they would only receive 40 per cent of the amount collected, as past ticket collection results have shown a very low recovery rate.

The district suggests the decrease in tickets this past year may have been the result of three factors: new parking bylaw enforcement officers; smoke from wildfires, resulting in less use of lakes, beaches and other outdoor amenities; and provincial and international travel restrictions.

In addition to the regular tickets, five 48-hour tow notices were issued.

Of the tickets issued in 2021, 148, or 48 per cent, of them were issued on Westkal Road. It’s suggested that this spot had the highest ticket rate because the Rail Trail parking lot had been closed and there was construction on the south end of the road. No vehicles were towed from this area.

Kalavista boat parking had the second highest number of infractions at 63, followed by Kalamalka Road where there were 55 tickets issued.

The district also notes that July saw the most tickets written at 109, followed by 77 in June and 68 in August.
