Kelowna council approves $2.94-billion capital plan at final meeting

Kelowna city council has approved a record $2.94-billion capital spending plan covering the next decade,in what was the final regular council meeting before voters head to the polls on Oct. 17.

The 2027-2036 plan outlines spending on major infrastructure projects across the city, with transportation, parks, buildings and airport projects accounting for more than half of the total investment.

The city says about one-third of the funding is expected to come from outside sources, including government grants and development cost charges. Borrowing accounts for about one-quarter, with the remainder coming through general taxation.

Among the largest projects is the Clement Crosstown Connector, which now carries a $210-million price tag. The project is expected to receive significant provincial and federal funding, while the city will cover the costs of getting it ready to proceed.

The plan also includes $138 million for the next phase of expansion at Kelowna International Airport, $42 million for an expansion of MNP Place in the Mission and $37 million for the Poplar Point-to-Dilworth water transmission project.

The city expects to spend about $420 million in 2027, including $248 million for the new Parkinson Recreation Centre, followed by roughly $250 million annually for the remaining nine years of the plan.

Council approved the plan Monday.
