Major project planned for district road

The experts say one of Coldstream’s main roads is in rough shape, and a major upgrade is now on track for later this summer.

A study done in 2021 indicated Coldstream Creek Road, from McClounie Road to west of Ormsby Drive, was in “very poor to failed condition.”

A geotechnical investigation done by the firm WSP determined the causes of the failed areas, and developed a plan to fix it.

“WSP determined a rehabilitation plan that involved a couple of isolated repairs to the base materials and installing rolled curbing, catch basins and drywells in these areas would improve the drainage and reduce the risk for future failures in the road,” a staff report to council stated.

The Regional District of North Okanagan and Greater Vernon Water decided to partner with Coldstream and upgrade the water system from Ormsby Drive to Tassie Drive at the same time.

“As such, the tender was structured in such a way as to separate the works attributed specifically to each project as well as proportion the shared components so that each local government will be responsible for paying for only their portion of the project,” the staff report said.

Two bids were received for Coldstream’s work, with staff and WSP recommending the contract be awarded to Copcan Civil LP in the amount of $2,519,526, plus GST. The district’s portion of the contract is$844,211, plus GST

“The works are expected to take 12 weeks, starting August 1, 2023, and must be completed by November 1, 2023 to ensure that paving will be completed prior to snowfall,” Janis Netzel, director of infrastructure, said in the report..

The recommendation was approved by Coldstream council at its meeting June 26.
