$18M Borrowing Ask

Alternate Approval Process proposed for new filtration system for Mission Hill Water Treatment

Feb 26, 2025 | 1:20 PM

The Regional District of North Okanagan is borrowing money for a filtration system at the Mission Hill Water Treatment Plant, and is using an alternative process to gather public approval.

The Regional District of North Okanagan said the filtration installation was a top priority as there have been an increased presence of cyanobacteria in the system, resulting in two algae blooms within the past four years.

The construction and installation of the filtration system would cost an estimated $85-million, and while the majority would be paid through grants and Greater Vernon Water Reserves, the RDNO would still need to borrow $18-million to cover the costs.

It was noted the debt related to the borrowing would not impact property taxes, and would instead be paid through Greater Vernon Water user rates.

The RDNO will be utilizing the Alternate Approval Process (APP) to determine if it is in the public’s best interest to move forward with the borrowing.

This will involve people who oppose the borrowing needing to register their stance on the matter once the APP process begins. If at least 10 per cent of the number of electors in the service area opposed the plan, then the RDNO would not be able move forward with the borrowing bylaw.

The RDNO added that, if approved, the money would not be borrowed before 2027.
