“Commercial broadcasters are rarely creators, nor are they risk takers, their primary concern, and I understand this, is to turn a profit,” said Leighton.

Instead he said the new community station would foster diversity and social engagement.

“It is radio for the community, by the community and owned by the community. Community radio is about volunteerism, social engagement, independent music, learning by doing, community capacity building, citizen journalism and playing music that others do not.”

Leighton also said that the station would be committed towards informing the public on local issues such as the municipal elections.

“This will benefit democracy in our community, as each and everyone of you know, having gone through an election campaign last fall, it was a very difficult process for candidates to have their platforms explored and debated and we will do that,” he said.

Council ultimately voted to approve the motion.

Coun. Quiring sat out of discussions and did not vote on the topic because of conflicts of interest.

Quiring owns the building where Beach Radio is located on 32nd Ave.
