Active Living Centre construction moving into final stages

Vernon’s new recreation hub is still on track to be open in the late-fall.

A city staff report stated construction of the Active Living Centre had entered the final stages of construction, testing, commissioning and inspections.

Included in those stages will be filling the pools at the ALC to test the aquatic mechanical, filtration and air handling systems. They also need to be filled and operational before they can be inspected and approved by Interior Health.

The RDNO had provided approval for using the water system to fill the pools, which will be done during the week of September 14 in line with the end of the agricultural irrigation season demands.

The city did investigate other options to fill and test the pool while respecting the water scarcity issues over the summer.

The staff report said it looked at “transporting water into Vernon by truck from another water system as well as reusing water from the Lakeview and Lavington outdoor pools,” but both options would have additional costs and reusing water from the outdoor pools “was not recommended due to the water having been previously treated and the potential to introduce debris into the new facility’s filtration system.”

It also stated delaying the aquatic commissioning would have financial implications of around $100,000 per week.

“While the dry side of the ALC could potentially operate independently, this would not avoid the costs associated with delaying completion and commissioning of the aquatic components,” the report noted.

With these final aspects of construction planned, it was stated the ALC remained on track to be open and operational in the fall of 2026, though exact timelines were not provided.

The update on the ALC construction will be presented to Vernon City Council during the regular meeting Tuesday, Sept. 8.
