Kelowna bets $2.82B on the city’s future with new 10-Year Capital Plan
Kelowna is planning for tomorrow, today, with a $2.82 billion 10-Year Capital Plan approved by City Council.
About 79 per cent of the funding, or $2.2 billion, will go to renewing roads, parks, utilities, and community facilities, while $600 million is earmarked for new services and upgrades. Key projects include a feasibility study and design for the Kelowna Performing Arts Centre, a new Infrastructure Operations Facility, and renewal of aging assets across the city.
Transportation leads spending at 25 per cent, followed by parks at 12 per cent and buildings at 11 per cent, with utilities, the airport, and other services making up the remainder.
The plan is funded through development charges, provincial and federal grants, city revenues, and carefully managed borrowing. Officials say strategic project phasing, tighter budgets, and smart procurement will help deliver projects on time and on budget, ensuring Kelowna can grow while maintaining service levels and community quality of life.
