Kelowna explores reduced‑fare transit pass for residents facing financial challenges

Jun 25, 2025 | 9:55 AM

The City of Kelowna is launching a study to explore new ways of making public transit more affordable for residents facing financial challenges.

A brief online survey is now open until July 15 at getinvolved.kelowna.ca. The city is encouraging people who believe they may benefit from a reduced-fare program to share their input.

“Enabling access to affordable transportation can help more people participate more fully in the community,” said Mike Kittmer, Transit and Programs Manager for the city. “Residents’ input will help shape a potential new fare option that supports those experiencing affordability challenges.”

The city says the goal is to create a fare model that reflects the real needs and lived experiences of residents in the Central Okanagan.

Kelowna already offers support through the Emergency Transit Assistance Program (ETAP), a partnership with United Way B.C. that provides transit tickets and passes to people in need. But officials say rising demand and ongoing cost-of-living pressures have highlighted the need for additional fare options that fill the gap between ETAP and regular monthly rates.

The city says the initiative is focused on improving access to work, recreation and essential services, while also promoting social and economic participation.
