$18M Loan for Mission Hill Water Treatment Plant

RDNO to seek big loan for water treatment plant work

Jun 17, 2025 | 6:00 AM

The Regional District of North Okanagan is moving ahead with borrowing a substantial amount of money to upgrade a water treatment plant.

The RDNO plans to upgrade the filtration system at the Mission Hill Water Treatment Plant, which would require $18-million in borrowing to fund the work.

Before going ahead with securing the loan, the RDNO used the Alternate Approval Process (AAP) to determine if it would be in the best interest of the public to go ahead.

Through the AAP, residents were asked to submit a response form in opposition of getting the loan, and if 10 per cent of the qualified electors within the area, or 5,480 people, opposed the request, then it would have been defeated.

However, the RDNO only received 16 submissions opposing seeking the loan.

A report to the RDNO Board of Directors outlining the results of the Alternate Approval Process was presented at the meeting Wednesday, June 18, and the bylaw permitting the RDNO to proceed with borrowing the money was adopted.

Editor’s Note: This story was updated after the RDNO Board of Directors voted in favour of adopting the bylaw at the June 18 meeting.
