More multiple high-rises for Kelowna’s downtown

The city’s lawmakers have essentially renewed a development permit for the next and very large phase of a major residential development on Ellis Street.

Phase 2 of “The Waterscapes” plans, initially presented to City Council almost two years ago, and again approved earlier this week, will see a total of 1,141 units across four high-rise towers. They will vary from 36 storeys to 28 storeys tall.

Over $2.2 million will be allocated to the city’s fund to create future affordable housing options.

The subject property was initially approved for a two-phase development permit in 2007.

Phase 1 of the large-scale project was constructed in 2009, and Phase 2 did not proceed.

Development and variance permits were previously approved by Council for the site in July 2023.

A report from city staff said the current proposal is substantially the same as the previous development, with minor design refinements.

As construction had not commenced, the existing development permit would have expired in July of this year.
