Kelowna taxes: Where the money goes and comes from

Kelowna’s 2025 budget comes in at just over $900 million, with more than $100 million going toward police, fire, and bylaw services.

City council formally approved the numbers Monday, with $204 million to be raised through property taxes which is less than a quarter of the total annual budget.

The 4.34 percent tax increase, according to the City, is one of the lowest in B.C., which equates to an average increase of $8.98 a month for homeowners.

In a media release, the City said the rest of the $908 million in funding to run the community comes from user fees, utility service charges, developer contributions, grants, and reserves.

The City broke down the allocation of $204.3 million raised from property taxes along these lines:

  • 52% will support police, bylaw and fire services to improve public safety and reduce crime;
  • 22% will support transportation to reduce traffic congestion and improve neighborhood corridors and transit;
  • 21% will support healthy communities to build new recreation facilities, improve parks, and support a vibrant arts and culture sector; and
  • 5% will support planning and other services.

Property owners can expect to receive their property tax bills by mail and email starting May 12. Owners have until July 2 to claim the provincial Home Owner Grant and pay taxes to avoid a 10 per cent penalty.
