Council eyes $1.4 million in retrofits for Royal LePage Place, costs escalate

Apr 23, 2025 | 4:00 PM

West Kelowna City Council has approved four recommended energy retrofit projects for Royal LePage Place.

However, with costs escalating the project will be put back out to tender with the budget increasing by around $250,000.

The work includes: controls optimization, dehumidifier operations optimization, a 100-ton heat pump; and desuperheater.

The City said FortisBC will provide $540,000 towards the project while the city intends to contribute around $860,000, for a total estimated cost of $1,400,000.

Five projects were tendered in 2024, but with bids coming in high, city staff amended he the scope to reflect market costs for energy retrofits, and will re-tender the project this spring in hopes of receiving more competitive bids.

A previous report to council showed the energy retrofits would reduce the City’s corporate emissions by 22 per cent, reduce energy costs by $44,000 per year, and upwards of $50,000 per year in carbon tax savings.
