Development permit approved for Kelowna’s $242 million Parkinson Rec Centre

A major step forward has been taken regarding one of the biggest construction projects in Kelowna’s history.

Council voted to approve the development permit for the $242 million Parkinson Recreation Centre. The project includes $180 million on the construction of the new two-storey building and $62 million for the large outdoor footprint on the whole site.

Plans call for construction to start this year with completion set for 2027. Officials have promised it’ll be completed on budget.

Mayor Tom Dyas said the centre will be the most ambitious and transformative facility in Kelowna’s history, designed to meet the needs of a growing, active, and diverse population.

“The facility will also be a place to host events and sports tournaments, drawing visitors to our city and generating real economic impact for our community,” he said in a statement Monday.

“This project is a cornerstone of our Building a Stronger Kelowna initiative—a long-term vision to invest in our city’s future by strengthening recreation, sport, and community infrastructure,” Dyas said. “This includes new all-ages activity centres in Mission, Glenmore, and Rutland. These investments are about creating healthier, more connected neighbourhoods and providing spaces that support the evolving needs of our growing city.

For more than a decade, this redevelopment has been identified as a critical need. With the development permit now approved, city council and staff are moving this exciting project forward. A formal groundbreaking is expected this spring, with additional permit approvals to follow in the months ahead.

“This is an exciting time for our city. Council is making major, strategic investments to build a stronger Kelowna for generations to come,” Dyas said.
