Kelowna’s growth forecast slows, housing targets maintained

Apr 10, 2025 | 10:22 AM

Kelowna remains on track to be one of the fastest-growing areas in Canada over the next 15 years, but the pace is slowing.

BC Stats has revised the city’s 2041 population estimate to 212,000, down from 232,000.

Despite the lower projected growth, Kelowna still plans for 45,000 new housing units by 2041, a number higher than the previous forecast.

Growth will be spread more evenly across the city, with new housing focused on urban centers and suburban areas.

The 2041 Revised Growth Scenario Presentation will be presented to Kelowna City Council during its next scheduled meeting, Monday, April 15.

The report, part of Kelowna’s updated 2025 Official Community Plan (OCP), will also outline significant development within the urban core, including areas like the North End, the Mill Site, and the Burtch/Harvey Redevelopment Plan.

The updated housing mix will consist of 65% apartment units and 35% ground-oriented units, with most of the apartment units located in the core and urban centers, while ground-oriented units will be distributed across suburban districts.
