District proceeds with major projects

Coldstream council has given the green light to move forward with two multi-million dollar projects.

One has been talked about for years: the Aberdeen Road sanitary sewer trunk main project would extend sewer service on that road, with an estimated cost of $3.8 million.

Chief Administrative Officer Trevor Seibel said in a report to council, the need for the project “is gaining prominence.”

“Development opportunities with the Avillia (Morningview) site as well as properties in the 9700 block of Aberdeen Road and the former Trintec site will require the District to proceed with this project in the near future in order to ensure the appropriateness and sustainability of the infrastructure to support the anticipated development in the area,” Seibel wrote.

The project would include all service connections and tie ins along Aberdeen Road and would also incorporate an on-street, separated path.

Council has approved an amenity contribution ($7,002 per lot) for development in that area to support the infrastructure requirements.

The elected reps also approved the funding plan with development cost charges providing $834,075, sanitary sewer amenity contributions at $329,094, $1.16 million from the Growing Communities Fund and $1.47 million from the sanitary sewer surplus.

Also given the go ahead by council was the School Road project in Lavington, from Learmouth Road to Highway 6, at a cost of $2,335,201.

“The School Road project includes a complete rehabilitation and/or reconstruction of School Road to address both the road base and road surface. Additionally, new drainage infrastructure will be installed to improve the environmental impacts of water entering Coldstream Creek,” Seibel stated.

A new multi-use path and/or sidewalk will be installed to improve safety of pedestrians on the road that is used to access Lavington Elementary School and the Tolko plant.

All of the funding for the road upgrade will come from the Growing Communities Fund.

A second phase from Lavington Way to Learmouth Road, costing $897,905, will be considered at a later time.

The District said detailed design for both projects will be completed in 2023 with construction expected in 2024.
