OCP and Zoning Amendments

Expansion of Heathstone Manor moving ahead, public hearing set for February

A long-term care facility in Vernon has taken a step towards expanding its facility.

Hearthstone Manor is seeking to expand on its 16-bed private facility by rezoning its properties and building.

Vernon council had supported the changes to the Official Community Plan (OCP) in principal at a past meeting that would allow the properties at 2702 and 2800 40th Street be designated as Public and Institutional and rezoned as Private Institutional.

This will allow for a new addition to be built that connects the two properties. This will open up space for 14 new long-term care beds in the facility.

The LTC provider also sought a development variance permit to allow the facility to have an expanded patio roof on the front yard and an overhanding roof on the south side yard.

After granting support in principal, public engagement opportunities were available in-person and online. The public open house sessions on December 21 did not see anybody turn up to provide input, and the online engagement did not garner any feedback from the public.

Vernon city staff recommended council support the OCP and zoning changes and issue the variance permits.

Council voted unanimously in favour of the motion and later in the meeting Monday, Jan. 9, undertook the first and second readings of the amendment.

The matter will be brought forward in a public hearing to provide another opportunity to gather feedback on the project at city hall on February 13.
