Coldstream deals with construction noise complaints

The sound of heavy equipment, saws and nail guns is back for the season, and so are the complaints about contractors working when prohibited.

Coldstream Chief Administrative Officer Trevor Seibel made a verbal presentation to district council on Monday night, detailing steps being taken to remind contractors of the current rules.

Developers are not allowed to work in the district on Sunday, but homeowners can work on their property, or hire a contractor to work on a Sunday between 8:30 a.m. and 5 p.m.

The rules Monday to Saturday are the same for everyone, with work allowed from 7 a.m. to 9 p.m.

“We are going to adjust our process to make that more front and center, when development permits come forward to council and building permits are issued, so they are clearly, clearly aware of what the rules are and how we enforce it,” Seibel said.

Construction noise that causes a disturbance carries a $250 fine, but other measures can be taken such as a stop work order for repeated violations.

The City of Vernon allows for construction, seven days a week between 7 a.m. and 9 p.m., with a minimum fine of $250.

The Regional District of North Okanagan bylaw allows construction activity between 7 a.m. and 8 p.m. Monday through Saturday, and between 10 a.m. and 6 p.m. on a Sunday or holiday, with provisions for a $200 fine.
