Conditions laid out for new campground on Swan Lake

The Regional District of North Okanagan has passed first reading to rezone an acreage on Swan Lake at 7850 Redwing Road in Electoral Area “B” from the Country Residential zone to the Recreation Commercial.

The developer of the 40 site campground still has a lot more work to do before the ‘open’ sign goes up.

A second reading of the proposed ‘Official Community Plan and Zoning Amendment Bylaws’ will be withheld until an environmental impact assessment is prepared and the applicant holds a public information meeting (via Zoom).

RDNO has confirmed the subject property has been approved for inclusion in the initial phase of the North Okanagan Wastewater Recovery Project.

Final adoption of the proposed Official Community Plan and Zoning Amendment Bylaws will be withheld until several other conditions are met.

  • a riparian and Swan Lake development permit, and a commercial development permit have been approved by RDNO.
  • the applicant has registered a covenant against the title of the property that would prohibit fee simple or bareland strata subdivision until a community sewer system is available
  • the applicant has registered a covenant against the title of the property that would prohibit onsite septic sewage disposal systems
  • the applicant has registered a covenant against the title of the property that would require the property to be connected to a community sewer system once the sewer lines associated with the system have been extended to the subject property
  • the applicant has made suitable arrangements with the RDNO to provide a public trail within a Statutory Right of Way that would extend along the west side of the property from the north boundary to the south boundary of the subject property
  • approval has been provided from CP Rail for a rail crossing.
  • consultation with First Nations
  • the applicant provide an environmentally sensitive landscape maintenance plan which does not include the use of synthetic pesticides and fertilizers.

The campground, if approved, would be located just South of the Swan Lake RV Resort, on a 2.33 hectare wedge of land between Highway 97 and Swan Lake.
