Multi-family housing development approved for Coldstream

Coldstream council has approved a new residential development just east of Kalamalka Lake.

A development permit will be issued for 20 walk-out duplexes totalling 40 residential units at 7909 Kirkland Drive for the project called ‘Monarch on Lake Kalamalka.’

The property is located near Kidston Elementary School at the south end of Kirkland Drive, adjacent to Coldstream Creek and north of Summertree townhomes, and is about four acres in size.

Council was concerned about parking on the site with several of the units having less than five metre driveways.

“I think a large number of people use their driveways as parking and their garage as storage,” Coun. Pat Cochrane said.

Prime Building Design Ltd. applied on behalf of the new owner to develop the site.

Designer Phillip Wambold noted the garages are oversized, providing ample storage and parking.

As a compromise, the developer has agreed to have a minimum of 100 parking stalls, (eight more than planned) to alleviate any potential overflow parking on municipal roads.

Coun. Doug Dirk also expressed the desire for a public pathway from Kirkland Drive to Kidston Road, along an informal route hikers use now.

In response, the developer expressed concern about the impact on the property design, privacy, trespassing and potential environmental damage to a riparian zone along Coldstream Creek.

The municipality does have a 100 metre statutory right-of-way on part of the property and will work with the developer on adding a public trail through the property.

Coldstream Director of Development Services, Ryan Roycroft, will report back to council once an agreement is reached.

Several mature trees in the riparian zone will be protected from removal.

Construction access will be via Kidston Road and all equipment staging will be on the east side of the property.
