Vernon city hall looks to upgrade connectivity

The City of Vernon is looking at upgrading its ability to reach the public through technology.

Meetings and public hearings have all shifted to a virtual format due to COVID-19.

City staff have proposed a number of changes to bring the city up to 2021 standards for sharing of and protection of information.

Upgrade the sound system/display components in Council chambers including microphones, speakers, cameras and projectors. This will upgrade 15-year-old technology and make it much easier for the public to view and participate virtually as needed, and allow for additional functionality of displays and sound – $130,000.

Upgrade email filtering and staff awareness training – the current email filtering system is no longer up to par with the ever-growing threats such as ransomware. A new system will better protect the city from malicious links and attachments, spoofing and phishing emails. Staff awareness training is needed to reinforce this changing environment – $27,000.

Purchase and implement an electronic agenda and video recording package. An electronic agenda management solution, with integrated video recording will enhance the user experience for elected officials and public users. They will have access to agenda packages, minutes and video recordings from anywhere on any device.

The proposal is to purchase a subscription-based solution with annual fees in subsequent years of approximately $30,000 per year. This cost would be offset by the current budgeted cost for video recording software ($14,500). The three year subscription package estimate of $120,300 also includes a one-time implementation fee to customize the system and train users.

The funds will come from 2020 unexpended and uncommitted reserves.
