‘Responsibility Matrix’ at heart of Kelowna council candidate’s campaign

A ‘Responsibility Matrix’ is at the heart of the election campaign for Kelowna City Council candidate Glendon Smedley.

Running on a slogan of “Strong Roots. Shared Values. Strong Kelowna”, Smedley, a Red Seal carpenter, has posted an extensive 50-point list of issues.

He then rates those as being either a City-alone responsibility that it can act directly upon, or those that fall under the remit of the province/federal governments that the City can then advocate for. There are also elements that he sees as a shared responsibility.

For example, the first two issues on the list, property crime and repeat offenders, and downtown safety are issues that the City can directly act upon. However, he notes that mental health and addictions, and the capacity of the William Bennett Bridge, for example, are not city responsibilities but issues that the City needs to advocate to the provincial and federal governments.
