Kelowna highlights safety, transit and infrastructure investments in 2025 annual report

Kelowna City Council has approved the City’s 2025 Annual Report, outlining how public money was spent on safety, transportation and major infrastructure during another year of growth.

The report, released Tuesday, details investments in community safety, mobility upgrades and long-term infrastructure as the city worked to keep pace with rising demand.

“In 2025, Council remained focused on investing wisely and managing that growth responsibly,” Mayor Tom Dyas said. “By strengthening community safety, accelerating critical infrastructure projects, and maintaining strong financial accountability, we’re building a community that is safe, connected, and positioned for the future.”

City officials say the report shows major capital projects and services were delivered while keeping property taxes among the lowest in the province. Less than half of the budget came from property taxes, with the rest covered through user fees, grants, partnerships, reserves and other non-tax revenues.

Key highlights include investments in RCMP, bylaw and fire services, expanded crisis response programs, transportation and transit improvements, and record spending on recreation facilities, parks, utilities and civic infrastructure.

The City says the report reflects progress across all six Council priorities and is meant to provide a transparent look at spending and results.
