Up to 260 new housing units could go at Hesperia Lands

The City of Vernon is exploring an opportunity to allow hundreds of new housing units to go up.

A city staff report stated the Hesperia Lands were the subject of an engineering review that found a 24.91 acre parcel of land could be subdivided for housing.

The area, deemed Hesperia North, could be rezoned as Multi-Unit Small Scale, allowing the construction of between 200 and 260 new residential units.

The development could consist of a mix of single detached homes, secondary suites, carriage houses and other low density residential uses. The report stated the small scale developments would conform with the character of the neighbourhood.

The matter was brought before Vernon City Council at the regular meeting Monday, Feb. 23, where it was unanimously supported.

Vernon City Council is to subdivide and rezone the property, and allocate up to $15,000 for administration, legal and surveying costs associated with the work. The report noted it was not feasible to develop the rest of the Hesperia Lands as the area does not have access to services.

Speaking with Vernon Matters following the meeting, Mayor Victor Cumming said land had been viewed as a site for future housing development for at least a decade, but previously plans had not come to fruition, which led to the property being broken up into the two sections.

“The [Hesperia North] portion of the property is very easy to service with water, wastewater, power, probably natural gas as well, it’s quite easy to service because of elevation and contours,” Cumming explained.

“So we’re going to break that piece off and bring it to the market. We want to bring it to the market set up as something that would be single family or duplex or house with a suite or a small set of townhouses, three or four in a row or something. That’s the kind of subdivision zoning that we’re expecting for the property.”

He also noted the site is near schools, trails, parks and public transit routes, which could accommodate a new subdivision.

The Mayor said a number of developers had expressed interested in the land over the past few months, and those opportunities will be further explored once the property goes on the market.
