Bike patrol to be considered in next year’s budget

Bylaw officers could be patrolling the streets of Vernon on bicycles next summer if the bike patrol program gets approved during the 2020 budget deliberations in a few months.

At its Tuesday meeting councillors voted to consider the option, which would fund two full time seasonal bike patrol bylaw officers from April to the end of October.

Bylaw services already tried to use bicycles last year for patrols but ran into some issues.

“The problem that we are finding is the encampments and some of the problems are so far flung in the community that they get on the bikes and they can patrol the parks and Polson Park but if it is the two full time officers who are dedicated to seasonal enforcement, they get called away to get a vehicle and pick up carts or clean up an abandoned camp on public property,” Geoff Gaucher, manager of protective services told council.

Coun. Kelly Fehr asked if the bicycle program would further impede the bylaw officers’ ability to respond to calls.

Gaucher told council putting the two full time officers on bicycles as recommended would be ‘impactful’ because of the nature of the calls they receive and the current file load.

“If we were using our existing three [full time employees] to put two of the three positions on bikes it would be impactful. If it was an additional two persons then we would continue operations as we have been now and add an extra layer of service,” Gaucher said.

The bylaw bicycle patrol program was originally brought forward by the Activate Safety Task Force in July 2018 but it was defeated by council.

The motion on Tuesday allows city administration to increase the proposed operating budget by $111,650 for the program.

Council will decide on implementing the seasonal bike patrol program at a later council meeting in a few months.
