UPDATE: 4:00 p.m.

Vernon council has voted to construct a new recreational vehicle sani-dump facility on Tronson Road across from the city’s airport.

The vote at Monday’s council meeting was 6-0 in favour with Mayor Victor Cumming not present for the meeting.

Council approved spending $175,000 to construct the facility on a city-owned site at 6401 Tronson Road which will replace the temporary sani-station at Kin Race Track on 43rd Ave.

A opening is projected for next spring.

Staff told council the Tronson site was not considered when the temporary site at Kin Race Track was developed as the site was in use, but it is no longer being used and has been found to be a viable location for a sani-dump.

City of Vernon staff are proposing a new site for a recreational vehicle sani-dump.

Staff is recommending city council approve spending $175,000 to construct the facility on Tronson Road near the airport.

The city-run facility has had a number of locations over the years, including on 25th Avenue by the water reclamation center in the former Civic Arena parking lot, and at its current temporary site at the former Kin Park Track land on 43rd Avenue.

Utilities manager Sean Irwin said in a report to council, the Kin Race Track location has worked well, but has resulted in a number of complaints from residents on the south side of 43rd Avenue across from the facility. It was also designed to only be a temporary site.

After seeking expressions of interest, the city says 20 documents were taken by interested individuals, but the city received no submissions from the private sector to provide the service.

The facility requires a minimum of 0.8 acres of land and the average use is estimated at 66 vehicles per day through July which would likely be less during the shoulder seasons.

“To be considered a suitable site for the RV sani-dump, the site must be a long-term solution, have minimal impact to the surrounding community, be easily accessible for large recreational vehicles, have services in close proximity, provide suitable stacking areas and have adequate space to provide a minimum of two dumping stations,” Irwin stated his the report.

City administration was only able to identify one new site that would meet the criteria which was at 6401 Tronson Road, a city owned five-acre property across from the airport. The site is currently being used by city operations as a snow storage area and materials transfer site. The site is currently zoned airport industrial which staff say is a suitable zoning for the use as a sani-dump station.

The dumping facility, which could have up to four stations, would use about one acre of the site, leaving the remaining four acres for its current uses.

“The cost to construct the temporary facility at the Kin Park site was $92,913. The estimated cost to construct the proposed facility on Tronson Road is $175,000. This will include a gravel surface, concrete lane dividers, signage, four dumping stations, engineering and contingencies,” wrote Irwin.

If council approves the plan, construction could start this year with an opening in May 2023.

Funding would come from the septage facility reserve.

Staff is also recommending council approve a motion to investigate alternative or additional honor system payment methods that can be used at the sani-dump.
