Extra bylaw enforcement could be extended

City of Vernon staff recommend spending $34,043 to extend a seasonal enforcement program by bylaw officers until mid-December.

The program involves two full-time and two part-time officers patrolling and responding to complaints in the business improvement area and parks and public places to address issues with the street-entrenched, transients and overnight sheltering.

“Staff provide seven day a week coverage with the majority of time spent in the mission area, Polson and Linear parks and the downtown core,” Geoff Gaucher, the protective services manager said in a report to council.

The full time officers work Monday and Tuesdays from 7:30 a.m. to 3:30 p.m., and Wednesdays to Fridays from 11 a.m. to 7 p.m. The part-timers work Wednesday to Sunday from 7:30 a.m. to 11:30 a.m.

Bylaw compliance has recorded 3,933 calls for service from April 1 to October 8, 2019, with the four seasonal staff taking 1,454 (37 per cent) of those files,” Gaucher stated. “In 2018, Bylaw Compliance recorded 3,694 calls for service in the same period, with the four seasonal staff investigating 1,224 (33 per cent) of those files.”

The seasonal program is funded until Nov. 1.

“The forecast of continued unseasonably warm weather, a continued influx of new to the community street entrenched persons as well as a shortfall in available shelter spaces will continue to put pressure on downtown businesses, the area surrounding the mission as well as Polson and Becker Parks,” Gaucher added.

The report to council, which will be discussed in committee of the whole today, says the RCMP is reporting five to 10 new street entrenched persons arriving in Vernon per week since the middle of September.

The cost for wages and a vehicle for the seven day a week officer coverage is $22,695 per month.
