RDNO TO Poll Silver Star Owners On Resort Association

Feb 8, 2018 | 8:58 AM

The plan to form a resort association at Silver Star remains on hold.

Members of the task force working on the idea were back at a Regional District of North Okanagan Board of Directors meeting last night.

But Board Chair Bob Fleming says the directors decided to have the District’s own poll of property owners done.

“Essentially it’s an opinion poll at the resort to gauge opinion on the topic that’s a little bit separate from what the task force has done itself.”

Fleming says the directors felt the survey done by the task force wasn’t representative enough of the community, which appears to be fairly divided.

“There’s been a lot of acrimony I would say at Silver Star over the proposal made by the task force. It’s pretty much, I would say, split along two lines that are related to the two classes at Silver Star.”

Those being one with a marketing fee attached to them, and the other that does not.

District Staff will be asked to come back with a question quickly so that as many people can be polled as possible.

It’s a matter of setting the parameters.

” A-the question, which we’re hoping will be very simple. A very easy yes or no. And then B – who votes.”

Fleming says the task force survey is along property lines which would give property owners with more than one property several votes.

It has to pass two tests – fifty plus one per cent of the property owners that represent fifty plus one per cent of the value.

The RDNO poll would be one person – one vote.

The says it’s important to get as many of the seasonal property owners as possible to vote.

There may be a provision for online  and/or mail-in votes.

Once the polling is done, the matter would come back to the board.

Once it clears the board, it then goes to the provincial government for final approval.

The idea to form a resort association would be to improve marketing of the resort.

That would entail an annual levy on property owners that would go towards a marketing fund.
