Kelowna council to review 10-year capital plan, now nearing $3 billion

Kelowna’s proposed 10-year capital plan is growing to nearly $3 billion as the city faces higher construction costs and continued growth.

The 2027-2036 plan totals about $2.935 billion, an increase of $112 million from the current 2026-2035 plan.

The biggest increases include $76 million for the Clement Crosstown Connector, bringing its budget to $210 million, and $71 million for the second phase of the airport terminal expansion, now estimated at $138.8 million.

Other major increases include $46 million for Acland 2, $42 million for MNP Place Expansion and $37 million for the Poplar Point to Dilworth water transmission project.

The plan also adds $7.67 million for Phase 3 of Kelowna’s newest waterfront park.

The city says projects already under construction and those ready to move forward were prioritized, while funding, staff capacity and future operating costs were also considered.

Several projects depend on outside funding, including the Clement Crosstown Connector, Apple Bowl improvements and MNP Place Expansion. The city says projects could be delayed, reduced or reprioritized if that funding is not secured.

Council will review the plan and provide direction Monday, including on Priority 2 projects. The completed plan is scheduled to return to council Oct. 5 for adoption.
