Applications submitted for a major mixed-used development

A real estate company has officially applied to build a major mixed-use development in Vernon.

Arrowleaf has submitted an application for Official Community Plan (OCP) amendment and rezoning in order to built a new community development, known as Via District, at an 18-acre property on Kalamalka Lake Road between 14th and 19th Avenues.

The company said the development would consist of a mix of purpose-built rental housing, condominium residences, retail, office, hotel and community amenities. The development will also include the North Okanagan’s first high-rise residential building.

“This is a once-in-a-generation opportunity to thoughtfully deliver density, housing diversity, and amenities in a way that supports the city’s long-term vision while raising the bar for development in the North Okanagan,” Andrew Kurbis, executive managing director for Arrowleaf Real Estate, said.

“It’s rare to have close to 20 acres under single ownership in such a central, connected location. This master plan is about creating an entirely new community fabric for Vernon, one that reflects how people want to live, work, and access services today and in the future.”

Via District was being designed by Boniface Oleksiuk Politano (BOP) Architects. The site is located close to amenities including shopping, the Rail Trail, golf courses, parks, schools, and beaches, and is also near several major employers.

“The design of a people-centric, complete community is a complex endeavor, requiring many foundational elements to succeed,” Alan Boniface, principal of BOP Architects, stated.

“These include such things as: community-connected and available land; local and passionate ownership; and the dedication to deliver great public amenities mixed within a walkable multi-use environment. We have been thrilled, as designers, to see the large and growing support for exactly these ingredients in the planning of Via District.”

Arrowleaf completed its first community engagement event in September of 2025 and submitted the applications to the city by March 3. If approved, the company said it could start phase one of the construction in 2027.
