Kelowna proposes fee hikes for recreation, arts and culture programs

Kelowna residents could see higher fees for city-run recreation, arts and culture programs starting this fall.

City council will review a proposed bylaw Monday that would update charges for everything from arena rentals to drop-in programs. If approved, the new rates would take effect Sept. 1.

The draft Active Living and Culture Fees and Charges Bylaw No. 12810 would replace the current fee structure and reflect rising operating costs, inflation, and changes to service delivery, according to city staff.

Under the proposal, adult sports field rentals would rise from $15.77 per hour to $17.06, while youth field rates would increase from $4.73 to $5.12. Prime-time ice rentals at city arenas would go from $206.80 to $216.63 per hour for adults, and from $92.41 to $96.85 for youth.

Arts and culture programs would also see changes. Adult class fees are proposed to increase from $85 to $90 for a typical eight-week session, while youth classes would go from $45 to $48.

The city says its rates remain below average when compared to similar municipalities across Canada.

Meeting room rentals are also included in the changes. Small room rates would rise from $20.30 to $22.10 per hour, and larger rooms from $36.50 to $38.90. Event venue rentals, now set at $400 per day, would increase to $475.

Drop-in fees for recreation centres would go up as well — from $5.25 to $5.75 for adults, and from $3.75 to $4.25 for youth.

City staff say the changes are meant to balance affordability with cost recovery, while continuing to support access to community spaces and programs.

If approved, the new bylaw would remain in effect until 2029, with a planned review in 2027.
