Over $19M in projects carried over from 2025, $7M saved from work last year

The City of Vernon has millions of dollars worth of infrastructure and non-infrastructure projects carrying over from last year, but there was also a lot of savings found in the work done in that time.

A report to Vernon city council said over $13.65 million dollars in infrastructure projects was being carried over from 2025 into 2026, along with $5.56 million in non-infrastructure capital projects.

There were 41 infrastructure projects being carried over from the previous year, including:

  • 27th Ave Rail Crossing: $1,747,283 for the project that still required an operating agreement between the city and CN Rail
  • Vernon Airport Taxiway Echo and Apron 3: $1,400,000 for the project that had been put on hold until spring of 2026
  • Polson Park Vernon Creek Naturalization – Phase 2: $973,103 for fencing, pathway work, signage, benches, and replanting
  • Vernon Water Reclamation Plant Crossing Flood Mitigation: $567,753 to support the ongoing work to protect the centre from flooding events at Vernon Creek

There were 40 non-infrastructure projects being carried over from the previous year, including:

  • Lake Access Site Development: $1,042,553 for the development of a boat launch in the 8800-block of Okanagan Landing Road  
  • Fire Rescue Services Tandem Axle Dump Replacement: $600,000 for the replacement that had already been ordered and was in the production phase
  • Cemetery Irrigation System: $526,600 for Phase One of the project slated to go in spring of 2026

The report noted nearly $25.3 million was spent on Vernon’s capital infrastructure in 2025. It was also stated that the carryover amounts were down on an annual basis; there was over $17 million in carryover between 2024 and 2025.

The report noted that multiple projects done in the previous year came in under budget, resulting in $7.97 million going back into reserves. Staff indicated the savings should be put toward the 5-Year Infrastructure Plan for advance or move-forward projects. A report on how those funds could be re-allocated would be brought forward in the future.

Vernon City Council received the capital project carryover report at the regular meeting March 23.
