Vernon revises facility renewal priorities to fund HVAC work

Vernon has changed its plan for enhancements to city-owned buildings to cover a high priority project.

A report to Vernon City Council said a total of $1.2-million had previously been allocated to be used for a number of projects, including replacing the roof of the operations building.

However, the Heating Ventilation and Air Conditioning (HVAC) system at City Hall and the RCMP detachment was found to be at the end of its service life, and, as the operations building roof was found to be structurally sound, the report recommended reallocating the funds for that project so the HVAC work could be done.

Trevor Scott, Vernon’s Manager of Infrastructure Projects, said a digital control system, that was expected to have a service life of roughly 15 years, but the one being used was 32 years old, and it was deemed a high priority to have that replaced.

“The bulk of the work will be replace the direct digital control system, or DDC, that’s essentially the computer system that automates the controls of the HVAC system,” Scott told City Council at the regular meeting Monday.

“This is a high risk, high consequence asset that’s actively failing and needs to be renewed.”

Instead of funding the roof replacement, the report recommended prioritizing the work below:

  • City Hall and RCMP building HVAC renewal ($650,000)
  • Repairs to the parkade entrance ramp and staircase ($250,000)
  • Creating an internal office space and accessible washrooms at the operations building ($200,000)
  • Preventative maintenance, renovations and improvements at various city-owned facilities ($100,000)

Vernon City Council accepted the report and directed staff to use the funds for the roof replacement to do the HVAC work at the regular meeting Monday, April 14.
