District looks at design options for Kal Beach pier

The District of Coldstream will take a closer look at the options to upgrade the popular Rotary Pier at Kal Beach.

District council has approved proceeding with a request for proposal to secure a consultant to provide design options to rehabilitate and/or repair the facility which has multiple failing piles and is showing signs of deterioration.

District staff say the cost to replace the existing structure in its current design and location with steel piles is estimated at $500,000, which is the budget amount used in the terms of reference.

“Replacement of the existing structure with a similar structure or refurbishing the existing pier to make it structurally sound is a possibility. This would not render the pier uninsurable against damage from waves,” a staff report stated.

Three of the electoral areas of the Regional District of North Okanagan have approved $70,000 for Coldstream’s Rotary Pier upgrade. Electoral Areas B (Swan Lake/Commonage) and D (Rural Lumby) would each provide $10,000 and Electoral Area C (BX/Silver Star) would contribute $50,000.

In another Coldstream matter dealing with the Kal Beach area, council approved the proposed terms of reference for the Head of the Lake advisory committee.

The committee will be a standing committee of council, made up of council members with Mayor Ruth Hoyte as the chair.

It will receive information, make recommendations to council and implement decisions of council on the design and budget of the Head of the Lake Plan project which will guide improvements to the non-residential lands between Pumphouse Beach and the Kalavista boat launch..

The next step is to call the first meeting to discuss the work plan for the committee. It is anticipated the first meeting will be in May 2023.

In other Coldstream council news from the March 27, 2023 meeting:

  • Council received a presentation from BDO Canada on the 2022 Audited Financial Statements and the final report. Council accepted the 2022 Audited Financial Statements as presented.
  • Council gave 1st reading to a rezoning bylaw amendment for a property at 9172 Kalamalka Road. The purpose of this bylaw is to address existing non-compliance with current zoning regulations. A public hearing will be scheduled after 2nd reading is given to the bylaw.
  • Council received a follow up report from the public consultation process for the 2023-2027 Financial Plan. Council then gave 2nd and 3rd reading to the bylaw. The bylaw will be brought forward to the next Council meeting for adoption on April 11, 2023.
  • Council adopted a bylaw that establishes fees for the rental and use of District owned facilities. This bylaw includes a new fee structure for the new community hall.
  • Council adopted the Council Code of Conduct as presented. This recommendation came from the Committee of the Whole and ensures Council has met its statutory obligations under the Community Charter. The policy is publicly available on the ‘Mayor & Council’ page.
