Kelowna closes downtown alley for summer amid ongoing issues

The City of Kelowna has shut down a downtown alley behind Lawrence Avenue for the summer, citing ongoing public safety concerns and heavy demand on emergency and enforcement resources.

The closure began Thursday morning at 7 a.m. as city crews moved to restrict access to the area.

In an email to media, the city said the decision comes after repeated issues in the location.

“The City is taking this action because the persistent public safety situation in the alley has become unacceptable and unsustainable,” the email said.

City officials say the site has placed ongoing strain on police and municipal resources due to the frequency and severity of incidents.

“This site is consuming significant RCMP and City resources on a daily basis and the volume and seriousness of incidents demonstrate that the current situation cannot continue to be managed safely through routine enforcement and response alone.”

The city says the move is intended to provide short-term relief and help stabilize conditions during the high-demand summer period.

“The City has concluded that a temporary closure is the most responsible step to reduce immediate risk, stabilize the area, and ensure finite resources can be used where they are most effective – particularly during the summer when we see peak demand for services.”

Officials emphasize the closure is not permanent and will be revisited later this year.

“This is a temporary relief measure and we commit to reviewing the decision in the fall.”

The closure comes as downtown Kelowna continues to grapple with ongoing safety and enforcement challenges in several high-activity areas.
