Council to review findings of two-tiered recreation pricing report

Kelowna city council will review the results of a report on a proposed two-tiered pricing plan for recreation facilities at its meeting, Monday.

The plan, which won’t go ahead, would have charged non-residents higher fees than local users.

Consulting firm Deloitte’s analysis found most participants in city recreation programs are residents, and increased fees for non-residents would generate minimal revenue while adding administrative costs and complexity. Council also raised concerns about fairness, accessibility, and potential impacts on tourism and regional partnerships.

Resident-priority registration will remain in place, giving locals early access to popular programs such as swim lessons and general interest classes. City staff say they will review pricing strategies again after 2028 to ensure programs remain affordable and financially sustainable.

Officials emphasize that the focus remains on maximizing facility use, encouraging participation, and maintaining inclusive access to programs for both residents and visitors.
