Police issue warning about repeat offender

RCMP in Kelowna have issued a public warning about a prolific offender who has been released from custody by a judge, despite generating over 400 police files the last six years.

Police say 45-year-old Justin Collins faces a number of court-imposed conditions but has shown no signs of adhering to those in the past.

Past charges against him have included violent assaults, robbery, theft, mischief and indecent acts.

On Sunday, Aug. 21, Collins was arrested for assault, mischief, theft of mail and breach of a probation order. He appeared before a judge and was released with further conditions.

Mounties are asking people to call 911 if they see Collins breaking the law or creating unsafe spaces in neighbourhoods.

“If you see Justin Collins and believe he is involved in another criminal act, please call 911 and report him,” a RCMP news release stated.

“The Kelowna RCMP continue to make arrests and bring Justin Collins to court, however without adequate consequences or compulsory pathways to mental health and substance use programs, our public is at risk. Justin Collins is a repeat offender who has no regard for the safety and well being of others.” said Supt. Kara. Triance.

Police say Collins is not suitable to stay in some supportive housing environments.

“He continues to be linked to services in health but he is not consistently accessing public health services and he is presenting no signs of becoming healthier in society,” a RCMP news release stated.
