Funds to review online application process

Grant could help Vernon development planning

Vernon council has authorized a $500,000 grant application to B.C.’s Ministry of Municipal Affairs for a development approvals process review (DAPR).

The ministry introduced the program in 2019, engaging local governments and a broad range of stakeholders to discuss the challenges of current development approval processes in B.C.

That led to identifying opportunities for addressing those challenges, and a list of ideas about how to improve the efficiency and effectiveness of processes.

“This is really exciting. I had a zoom call with the Canadian Home Builders Association and our MLA and this is something we spoke about. I’m pretty positive and confident we will get this.” Coun. Dalvir Nahal said. “In the event we don’t get this, what is our back-up?”

Kim Flick, Director of Community Infrastructure and Development, indicated there may be funds available from the ‘development excess reserve’, but consultation with the CAO and Director of Finance would have to confirm that the money is available.

The administration plan is to assess the current permitting software system and implement a digital application platform.

“This would allow for clients to apply for and submit applications for building permits, development permits and development variance permits online including uploading required supporting documents such as design drawings and engineering documents. lt would also allow clients to view the status of their application online,” Shawn Knuhtsen Manager of Building and Licensing, stated in a report to council.
