Coldstream council has voted to spend $1,375,000, including a 40 per cent contingency, to repave from Kickwillie Loop Road to the south end of Westkal Road and improve drainage.

The breakdown is $750,000 for road works and $625,000 for drainage works. Council had already approved the drainage component of the project.

“The project should go to tender in four to six weeks, and if we can get it done before the summer season we will. If not, it will be pushed to the fall,” Coldstream chief administrative officer Trevor Seibel told council.

The project will see the removal of the asphalt and underlying materials, which, because of the makeup, will be less expensive than re-milling the existing pavement.

The work is also expected to solve long standing drainage issues with the installation of proper storm sewers.

Seven new parking stalls will also be created where the road shoulder width permits, including six near the traffic bubble and one near Pumphouse Beach.

A report completed by Urban Systems detailed the deficiencies in the current storm water design.

“The main driver for the project is to improve storm water drainage. A typical storm water system (catch basins, manholes and interconnected underground piping) is not currently in place along the roadway, except for two interconnected catch basins and an outlet pipe to Kalamalka Lake at the boat launch facility. Storm water runoff between the tennis courts and boat launch facility either flows overland towards the boat launch or is infiltrated into the gravel shoulder on the west side of the road,” the report stated.

Council also approved drainage projects on Bel Air Drive (hold over from 2020) budgeted at $130,000, Coldstream Valley Estates Scenic/Cypress Drive catchment area storm analysis budgeted at $60,000 and Ricardo Road Coldstream Creek hydrology study of culvert budgeted at $60,000 crossing and downstream impacts.

Approved pavement management projects include; Springfield Road Hill Drive to Park Lane paving budgeted at $50,000 (hold-over from 2020), updating the pavement plan budgeted at $60,000, Reid Road paving 1.2 km budgeted at $475,000 and Orchard Ridge South End to West End paving budgeted at $30,000.
