Regional affordable housing strategy explored

Terms of reference for a regional approach to affordable housing have been approved by the North Okanagan Regional District (RDNO).

The plan follows on the heels of a Union of B.C. Municipalities funded regional housing report which determined the shortages and types of dwellings that currently exist.

This Regional Affordable Housing Strategy would encompass the RDNO’s member municipalities, electoral areas and First Nation communities. There are six incorporated communities, five electoral areas and two First Nations within the geographic boundaries of the RDNO.

Together these communities are home to approximately 84,300 people (2016 Census) living in 40,000 dwellings. Almost three quarters, 72 per cent, of the population are clustered in and around the central city of Vernon (including Coldstream, Electoral Areas B & C, and the Okanagan Indian Band, which Statistics Canada delineates as the census area.

“A regional approach is particularly beneficial when considering the needs across the housing continuum, as it is unlikely that any single one of the 13 communities in the North Okanagan could address the full range of affordable housing needs of the region.” Laura Frank, RDNO Regional Planning Projects Manager, stated.

A staff report suggests some of the steps toward finding a consensus may include:

1. Establish a shared commitment to addressing the affordable housing challenge.

2. Increase the diversity, affordability and supply of housing.

3. Promote, support and protect rental housing.

4. Reduce barriers to developing affordable housing.

5. Strengthen partnerships and build awareness.

Staff would like to start the consultation this month and would plan to have a report ready for review and endorsement by May or June, 2021.
