Kickwillie Loop Road three-way stop causes uproar

The three-way stop on Kickwillie Loop was constructed after eight neighbours delivered a petition to take action on local speeders, but now many others in the neighbourhood are wondering why they weren’t consulted.

A second petition was signed by 35 people in the surrounding neighbourhood to have the three-way stop removed. It was presented to Coldstream council on Feb. 8 to question the consultation process of the initial petition.

Kickwillie Loop Road is the main access to the neighbourhood of over 200 homes.

“Nobody had been informed that this was going on,” petitioner Cynthia Fox told the council. “It’s a little bit offensive — no poll, no questionnaire. It’s really inappropriate.”

The current policy doesn’t require entire neighbourhoods to be canvassed.

“Very good point in process and I completely agree that we need to refine the whole process of this policy,” Coun. Doug Dirk said in response to the second petition.

Neighbours closest to the new three-way stop cited speeding vehicles as a factor in favour of the installation in the first petition.

Fox disagrees the stop signs will make a difference.

“Community policing did a speed reader board campaign there, and the average speed was 54 km/h, the speed limit is 50 km/h.” Fox added. “None of us are opposed to traffic calming, but these stop signs are very inappropriate.”

Fox was asked if there might be other acceptable methods to calm traffic.

“Vehicles are ignoring the stop signs, a speed hump or speed bump might work,” Fox said. “You can go through a stop sign, but you wouldn’t go over a speed hump twice driving fast.”

The District of Coldstream administration is dealing with several of these matters, including along Kal Lake Road, and indicated a more comprehensive consultation policy is being developed to deal with traffic calming requests.

The matter will come back to the council with additional data on Feb. 22.
