Wrinkles still being worked out on dog licensing

A new dog licensing program called Docupet rolled out by the Regional District of North Okanagan still has more wrinkles than a Chinese Shar Pei, according to some directors.

“I’m very disappointed with the recommendation that came forward from staff. This is a $150,000 touch for the City of Vernon,” Vernon Mayor Victor Cumming said. “Vernon has been asking for action for the past 18 months and we get a comparison of bylaws? Lumby has an excellent dog control bylaw. We should just adopt that.”

“This is creating more problems than it’s solving,” Director Dalvir Nahal, City of Vernon, said of the new primarily digital licensing system.

“Seniors who don’t have computers have to travel out the regional district office to get a license, or give out a credit card number to a third party over the phone,” Director Akbal Mund, City of Vernon, said. “They just won’t get one. I think you will see a big decrease in licensing.”

RDNO staff report that dog guardians can get licenses in person at the Lumby and Coldstream municipal halls and Vernon municipal staff could be trained on the Docupet program which does take, cash, cheque, debit or credit card payments.

RDNO staff have been instructed to examine harmonizing the regional district dog control bylaw, using the Lumby dog control bylaw as guidance.
