Rose Valley water bills drop as parcel tax introduced

Residents in the Rose Valley Water Treatment Plant service area will see their quarterly water rates drop this month, but a new parcel tax will appear on property tax notices in May.

The city says the quarterly water rate will fall from $215 to about $179. The reduction reflects the completion of the $75-million water treatment plant while keeping bills balanced. A small fee for operating costs has been added back into the rate. Letters with full details are being mailed to customers this week.

When residents receive their annual property tax notices in late May, a new parcel tax of about $172 a year will appear, split into four payments with a small amount of interest. Homeowners who prepaid the tax will not be charged again.

The Rose Valley Water Treatment Plant began construction in spring 2020 and was completed in fall 2023. Of the $75 million cost, $41 million was covered by federal and provincial grants. The remainder came from property owners’ contributions, development cost charges and city reserves.
