West Kelowna to offer big incentives for secondary suites, carriage homes

Feb 26, 2026 | 12:00 PM

West Kelowna is to bring in big incentives to get more legal rental accommodation going.

It wants more secondary suites and carriage homes to be built.

To that end the City will allocate up to $330,000 from a federal fund grant – Housing Accelerator Fund (HAF) – and waive building permit application fees. It will also provide grants of up to $7,500 to homeowners with eligible projects.

The City added that staff will return to Council this spring with a proposed Development Cost Charge (DCC) Waiver Bylaw and associated program that will enable the allocation of up to $1.2 million in HAF funds to waive DCCs for non-market housing.
