OKIB demands discussion with Splatsin regarding new home building initiative

The Okanagan Indian Band (OKIB) has affirmed its title and rights in response to a new initiative from a neighbouring First Nation.

Splatsin First Nation unveiled a new pre-fabricated home building initiative, Splatsin Homes, on August 8, at a warehouse within Vernon where the pieces are manufactured.

The OKIB released a statement Thursday, August 14, saying the Splatsin Homes initiative is operating within the unceded, ancestral territory of the Syilx Nation, which falls under the stewardship of the OKIB.

“These boundaries are not ambiguous — Okanagan territory is clearly defined by natural landmarks and described in our captikʷł, the oral histories and teachings passed down through generations. captikʷł is central to Syilx law, governance, and stewardship, and it continues to guide our responsibilities to the land, waters, and all living things within our territory,” the OKIB said in the statement.

“While we recognize the urgent need for safe, quality housing for all Indigenous peoples, we are deeply concerned that this initiative was undertaken within Syilx territory without any prior discussion, engagement, or notification to the Syilx People or our governing bodies. Public events and announcements in our territory must accurately represent its history and the Nation that holds title to it. When that recognition is missing, it not only misrepresents the facts but also creates a false understanding for the public, governments, and partners about whose authority applies here.”

The OKIB went on to say that Inter-Nation respect and cooperation are required for projects initiated within another Nation’s territory, and adding there must be a need for the acknowledgement of “Indigenous Peoples to uphold each other’s jurisdiction, respect territorial boundaries, and strengthen relationships between Nations.”

The OKIB said the band remains open to speaking with Splatsin leadership and clarifying the scope of the Splatsin Homes initiative, including where the homes will be erected once manufactured and if there are opportunities for the two Nations to work in a cooperative manner.

The Band also said it expected there to be a proper engagement process for any future developments, activities, or business ventures within Syilx territory.
