Kelowna updates housing plan to prepare for 45,000 new homes by 2041

Kelowna is updating its long-term growth plan to make room for 45,000 new homes by 2041 — and the public is being asked to weigh in.

The City is making required changes to its 2040 Official Community Plan (OCP) to match updated housing needs and new rules from the provincial government. Residents can review the draft changes and share their feedback online until Aug. 10.

A recent housing needs assessment shows Kelowna will need 45,000 new housing units between 2021 and 2041 to support population growth and fill existing gaps. That includes a mix of housing types — such as rentals, affordable homes, and housing for seniors.

Kelowna’s current plan already allows for this level of growth, so no major land use changes are needed.

All cities in B.C. must update their OCPs by the end of 2025. Kelowna planners said because the city’s existing plan is relatively new, the changes will be minor — more of a fine-tune than a rewrite.

Next, the City will look at how it pays for infrastructure like roads, utilities, and parks, and explore ways to improve housing affordability.

The proposed OCP changes will go to council in fall 2025, followed by a public hearing.
