Kelowna approves zoning changes to expand child care access

The City of Kelowna has approved two separate rezoning applications that will allow for new licensed child care centres in neighbourhoods seeing growing demand for services.

The approved changes apply to properties at 3466 Hall Road in southeast Kelowna and 4578 Raymer Road near École Bellevue Creek Elementary School. Each site will now permit the operation of a child care centre classified as “major,” meaning they can serve more than eight children.

City planning staff say the move aligns with Kelowna’s Official Community Plan, which encourages the development of small-scale, accessible child care options across both rural and suburban areas.

“These centres will help address the increasing need for child care in Kelowna, especially in neighbourhoods where families often face limited options,” staff said in a report to council.

At the Hall Road property, the applicant plans to operate a child care centre out of an existing single-family home. The site meets zoning requirements for parking and drop-off areas, and a registered on-site wastewater professional has confirmed the septic system can support the facility.

The Raymer Road location will see renovations to two existing buildings. One will provide care for children aged five and up, while the other will serve children under five. Interior improvements will include classrooms, nap areas and indoor activity spaces, along with designated outdoor play areas.

Both sites meet the city’s requirements for parking and site layout.

According to the city, the rezoning decisions support broader goals of building complete communities, improving access to essential services and supporting families throughout Kelowna.

Council voted in favour of both applications on June 24.
