City of West Kelowna payroll nears $27M in 2024

The City of West Kelowna spent just under $27 million on wages in 2024, reflecting a significant increase from the previous year’s total.

The city’s latest financial report — released in line with annual reporting requirements under B.C.’s Community Charter — outlines a 9.6 per cent increase in payroll spending over 2023. Total employee compensation reached $26.964 million, up from $24.6 million the year before.

Alongside overall payroll growth, the number of staff earning more than $75,000 climbed to 179, up from 148 in 2023. Of those, 93 employees brought in salaries exceeding the $100,000 mark.

At the top of the list was former deputy chief administrative officer Trevor Seibel, who earned $201,000 in 2024. Seibel has since accepted a new position as the CAO in Armstrong.

The next four highest-paid employees last year were Assistant Fire Chief J. Hurst ($193,000), Director of Corporate Initiatives Sandy Webster ($191,000), Chief Financial Officer Warren Everton ($188,000), and Fire Captain Pat Harmata ($187,000).

The report also shows that West Kelowna spent $124.7 million on goods and services throughout the year.

The annual disclosure provides a snapshot of city operations and compensation levels and is intended to offer transparency to taxpayers.
