West Kelowna to expand short-term rentals under proposed bylaw changes

The City of West Kelowna is moving ahead with plans to expand its short-term rental regulations to include properties within the RC3 zone.

Council has voted to direct staff to begin drafting bylaw amendments that would allow short-term rentals in the form of secondary suites in the compact single-detached residential zone. The decision comes after months of growing interest from residents in RC3 neighbourhoods hoping to join the city’s regulated short-term rental framework.

While the expansion could make around 1,000 additional properties eligible, city projections suggest only a modest increase in new licences. With just over 200 licensed short-term rentals citywide—roughly 2.4 per cent of eligible homes—officials estimate about 30 more licences may be added under the RC3 inclusion.

To manage density and parking concerns often tied to smaller lots, council has agreed to limit rentals in the RC3 zone to secondary suites only. These units are already zoned for long-term rentals, and city staff say keeping the existing policy structure should help minimize impacts.
